Santa Clara County targets healthcare, jobs in sweeping cuts to close $787 million deficit

Santa Clara County is facing a $787 million deficit, with a proposal to cut 464 positions in order to address the shortfall. The county's healthcare system is expected to be particularly affected by the cuts, which could result in closures in behavioral health clinics and potential delays to healthcare. The proposed cuts would be spread across multiple departments, including public safety and county administrative positions, but over half of these positions are vacant. Since last year, the county has faced a budget shortfall after massive cuts to Medicaid, which provides health insurance to low-income and disabled individuals. To address this shortfall, county officials propose eliminating hundreds of positions and adopting measures that they claim will reduce costs and improve efficiency. The cuts could impact the second largest public hospital system in California, Santa Clara Valley Healthcare, which relies heavily on revenues from the public insurance program. Despite this, the proposed budget allocates all estimated $337 million in revenue from Measure A, a tax measure approved by voters last November, which can be legally used for any purpose by the county. The proposal also includes cuts to 39 positions for the District Attorney’s office. Despite the deep spending cuts, county is forecasting a $500 million deficit for the upcoming fiscal year.
