New report outlines better non-police practices for dealing with mental health crises as NYC makes changes

A report by Human Rights Watch has identified "rights-respecting" practices for dealing with mental health crises in New York City, following former Mayor Eric Adams' directive to use involuntary removals. The report, titled "Self-Determination is the Pathway to Liberation," lists eight non-police programs across the country for implementing certain best practices. The recommendations include a consent-centered approach, requiring consent-based services and avoiding forced treatment. The study also highlighted increased risk Black people face during mental health responses, highlighting the disproportionate impact on Black people's health and incarceration. The city's mental healthcare practices also face compliance concerns from NYLPI based on the United States Constitution, the Americans with Disabilities Act of 1990, and its own anti-discrimination guidelines.
