Old Dominion shooting refuels debate about students divulging criminal pasts
Published on March 20, 2026.
The fatal shooting at Old Dominion University in Norfolk, Virginia, has sparked debate about whether public colleges should be allowed to question incoming students about their criminal histories. The gunman, 36-year-old Mohamed Jalloh, had served more than eight years in federal prison for attempting to provide material support to the terrorist group ISIS. Currently, public colleges and universities in Virginia are prohibited from asking about prior felony convictions. The school has since sent an email to current students asking them to disclose any felony convictions or violent misdemeanors. Critics argue that this does not prevent school violence and that public universities should vet their students more thoroughly.
