Judge rules that city should alter ballot language for measure to tax empty homes

A judge has ruled that portions of the ballot materials for an upcoming San Diego ballot measure, Measure A, are misleading and should be changed. The measure will impose a tax on homes that are unoccupied for more than half the year. Former City Councilman Scott Sherman claimed that the ballot question, argument, and analysis falsely suggest that the measure will yield guaranteed results such as increased housing availability and millions in annual revenue. Superior Court Judge Blaine Bowman agreed with Sherman's claims, suggesting that the term "tax" should be used instead of "tax".
