However, this violates a principle of international maritime trade, freedom of peaceful navigation. The United Nations' Convention on the Law of the Sea, which took effect in 1994, allows Iran and Oman to charge ships passing through the strait. The White House and Gulf oil producers are opposed to tolls, and analysts have reported no change in traffic through the Strait since the ceasefire was announced. The proposal also includes a provision allowing Iran to use the money raised for reconstruction. However experts warn that this could set a dangerous precedent.
