An explosion and fire have occurred at a Port Arthur, Texas, oil refinery, leading to a shelter-in-place order. The fire broke out at the Valero oil refinery which employs about 770 people and processes around 435,000 barrels per day. The evacuation order was lifted at 5:30 a.m. local authorities. An industrial heater is the likely cause of the fire. All personnel have been accounted for, and as a precaution, State Highways 82 and 87 have been closed.
