Kansas Gov. Laura Kelly has signed a statewide ban on the use of cellphones and personal devices during the entire school day, forcing local districts to rewrite rules. Starting this fall, public and private schools will be required to keep students from using electronic devices from the first bell to the last, including phones, tablets, smartwatches, earbuds and other personal communication devices. The law allows exceptions for individualized education programs (IEPs), 504 plans and physician-approved medical needs. However, it does not apply to school-issued devices or virtual learning. Critics argue that the changes will be costly and potentially undermine local control.
