Oregon DOJ seeks contempt charge against Portland scrapyard owner

The Oregon Department of Justice is seeking a judge to hold the owner of NW Metals Inc. in contempt. Attorney General Day Rayfield accuses Moyata "Mo" Anotta of violating a 2021 court injunction that required the company to comply with Oregon environmental law. This follows a fire at a scrapyard in 2018 that destroyed several homes and killed at least 16 pets. Anotta sued the Department of Environmental Quality (DEQ) for race-based discrimination, claiming the DEQ had wrongfully required them to obtain an Air Contaminant Discharge Permit before operating a new shredder. The company was fined $357,461 in 2025 for operating without a solid waste permit or an air quality permit, and disposing of solid waste at 9537 N. Columbia Blvd. without a permit.
