The Joint Federal Congress (JFAC) is working to ensure the state's budget is constitutionally balanced by using cash transfers to fill gaps in revenue gaps. The transfers, which are part of the governor's recommendation, were previously criticized by co-chair Rep. Josh Tanner as "gimmicks" by JFAC leadership. These transfers act as a cushion if revenues don't come in as projected, which can be pulled from different accounts across the state to fill the gap. The state's general fund is expected to hold a bottom-line balance of at least $150 million for fiscal year 2027. However, some of these transfers have faced resistance, with Republican Reps. James Petzke and Dustin Manwaring voting against these measures.
