Henry Cuellar has voted four times to reopen the government and has called for reforms to the Department of Homeland Security (DHS), including stopping the arrest of protesters and reducing the use of airport and disaster-zone workers. Despite this, he supports funding for the agency but also supports reforms at the agency.
