The Department of Homeland Security has stated that Chicago's Sanctuary Policies allowed the murder of 18-year-old Loyola University Chicago student Sheridan Gorman, caused her death by allowing an illegal immigrant criminal from Venezuela, Jose Medina-Medina, who was charged with first-degree murder and attempted first-degrading murder. The Department of Immigration Control (ICE) stated that Gorman was failed by open border policies and sanctuary politicians who released an illegal alien twice before he committed the murder. On a municipal level, Chicago's Mayor Brandon Johnson implemented the Welcoming City Ordinance, Chicago’s primary sanctuary law, which was expanded in 2021 to remove “carve-outs” that had allowed police cooperation with ICE in cases involving individuals with felony convictions or those in the gang database. Additionally, Johnson prohibited ICE from using city-owned parking lots, garages, or any other city property for enforcement work. The TRUST Act prohibits state and local law enforcement from detaining any individual based on a federal immigration detainer or administrative warrant, and the Illinois Way Forward Act restricts ICE from entering schools, health centers, libraries, courthouses, and polling locations. The Keep Illinois Families Together Act also restricts ICE entry. Since January 20, 2025, Illinois Governor JB Pritzker's sanctuary state has released 1,768 criminal illegal aliens.
