When West Suburban Medical Center unexpectedly closed its doors temporarily last month, leaving thousands of patients and hundreds of employees without warning, there was little power to prevent hospital closures. Two Democratic state lawmakers are proposing legislation to help the state better prepare for these situations. The legislation would require all hospitals to file plans with the state in case they close or scale back services, and for-profit hospitals owned by investors, like West Subur, would also have to give the state a deeper look into their finances. The proposed legislation would also require hospitals to keep reserves for emergencies and keep a closer eye on the quality of care provided. The bill, sponsored by state Sen. Laura Fine and state Rep. Robyn Gabel, would require that all hospitals submit a financial resolution plan to resolve financial distress in the event of financial distress.
