Senate Passes Bill Allowing ATCs To Grow Greenhouse Cannabis; Approves Locker Room Bill
Published on March 27, 2026.
The New Hampshire Senate has passed a bill allowing alternative treatment centers (ATC) to grow greenhouse cannabis, despite a committee's recommendation to kill it. The bill, which allows the 17,000 medicinal cannabis cardholders, many of whom are elderly and sick, could save money by using natural sunlight instead of ultraviolet radiation. Sen. William Gannon, R-Sandown, was in the minority, but offered support for Senate Bill 459, which segregates locker rooms and prison spaces based on gender at birth. The vote was 15-9 with Sen. Kevin Avard voting with the Democratic minority. The legislation now heads to the House. Other controversial bills include Senate Bill 541 to address water projects and phase II of the southern NH regional water project.
