Norfolk man, 19, charged with manslaughter in crash that killed Hampton motorcyclist

The York-Pennsylvania County Sheriff's Office has charged 19-year-old Norfolk man, Michael Albert Montoya, with involuntary manslaughter in a Saturday night crash that resulted in the death of 26-year old Tyrie Kyliel Hackett. Montoya was driving at over 100 mph and was charged with DUI under a code section that allows someone under 21 to be charged with drunk driving even if they have a lower blood alcohol level.
