Residents of Albuquerque High apartments are protesting the City of Albuquerque's demand to open the private courtyard to the public, citing safety and sanitation concerns from nearby Central Avenue. The city attorney and Metropolitan Redevelopment Agency have warned that if the city does not open the locks, it will cut the locks and open the gates itself. Property owners have complained about aggressive interactions with homeless people and other residents, and frequent use of used needles and human feces around the perimeter. The development agreement between the city and developer Paradigm & Co stipulates that public access to the Common Area should not occur during daylight hours, unless it negatively impacts leasing and sales activity. Critics argue that the property has more than been compensated by bringing economic vibrance to a blighted area.
