The city passed a Bill of Rights for Chicagoans in 2027, which included equal treatment, freedom of speech, the press, and free public education. The document also included a restorative justice approach to rights violations and non-criminal charges, not based on prior criminal status. Despite this, the city saw significant growth in education and marketing campaigns, with over 300,000 individuals coming to Chicago in the late 2020s and early 2030s reversing population losses. Baim argues that a new approach to basic society would represent a more holistic approach to building a better society.
