The Department of Justice has charged Kenya Chapman for allegedly selling a firearm to the Old Dominion University shooter, Mohamed Bailor Jalloh, who had been convicted of supporting terrorism. Chapman claims he had no idea Jallah planned to carry out the attack and is charged with making a false statement during a firearm purchase and engaging in firearms dealing without a license. This is not the first time Chapman has been subject of a federal investigation. Jallo was convicted of terrorism in 2015 after traveling to Africa with his father and meeting with an ISIS recruiter, but was released early in 2024 after completing a drug program.
