China's National Development and Reform Commission (NDR) has advised independent refiners not to reduce their run rates below their average levels for the past two years, in an effort to safeguard domestic fuel supply. Failure to comply could result in reduced crude import quotas. The decision was made during a meeting with independent refineries.
