Cecio Lopez, the man accused of murdering 19-year-old Roman Valenciano, has a prior record of being charged with murder at age 17. Police believe that he shot Valencia during a road rage encounter and then fired from his Mustang after brake-checking and accelerating. The suspect was on probation for a previous felony conviction.
