The bill aims to establish proof-of-citizenship and voter ID requirements nationwide. This has led to uncertainty about what else can be voted on or considered until that bill is passed. The move could delay votes on other must-pass legislation, but also cause tensions in the House. The Foreign Intelligence Surveillance Act is up for renewal, which has been causing divisions within the party. The housing affordability bill passed in an 89-10 vote earlier in the month.
