A Colorado Springs man, identified as Carl Howard Payne, has pleaded guilty to interstate communication of threats charges for threatening to kill Tesla owners and their CEO, Elon Musk. The threats were sent to various media outlets across the country in March 2025, with a "Declaration of War" threatening the 47th Presidential Cabinet. Additionally, Payne allegedly deposited threatening letters for delivery by the United States Postal Service to several insurance companies.
