Father fights for legislation 13 years after daughter’s murder

The father of Katelyn Markham, who went missing in 2001, has pushed for the passage of House Bill 459, or Katelynom's Law, nearly 13 years after his daughter's body was found in southeastern Indiana. The bill, if signed into law, would eliminate the statute of limitations for crimes associated with murder, specifically for tampering with evidence, abuse of a corpse, or obstructing justice. Markham's father, Dave, stated that the person or person responsible these crimes should not be able to hide under a time limit. John Carter, who was initially identified as the person of interest in Katelym's disappearance, was charged with her murder in 2000. However, due to the lack of an arrest warrant, Carter was not able to be tried on other charges related to tampering, or desecration of an object.
