Oklahoma officials are urging lawmakers to approve a plan to address long-standing issues at the state's Department of Mental Health and Substance Abuse Services (ODMHSAS). The Oklahoma Health Care Authority (OHCA) has proposed a multi-part "Back to Basics" plan that includes increased funding requests tied to the consent decree, Medicaid Title 19 obligations, technology upgrades, and general budget shortfalls. The plan also includes moving programs such as grant writing, administration, and non-facility personnel back to the Oklahoma Department of Health. The proposal includes a rule change to align the current 200% threshold with the standard 138% FPL.
