House Minority Leader Hakeem Jeffries (D-N.Y.) is leading a redistricting plan in New York following a decision by the Supreme Court that could change the math of some states' districts ahead of the November midterms. The move comes after Florida decided to redraw its congressional maps and a New York judge ruled that Rep. Nicole Malliotakis's congressional district was unconstitutionally configured. The Supreme Court's decision to strike Louisiana's second majority Black district makes it more difficult for underrepresented populations to qualify for Section 2 of the Voting Rights Act, which allows groups to force states to draw majority-minority congressional districts for decades. New York is currently barred from altering state maps by its constitution, which only allows the Independent Redistricting Commission to create a new map.
