Rep. Ilhan Omar (D-Minn) has admitted that Democrats are responsible for the Department of Homeland Security (DHS) shutdown, occurring at a time when the nation's terror threat is higher than usual. She stated that Democrats refused to pass a DHS funding bill unless Republicans agreed to changes to Immigration and Customs Enforcement (ICE). This means the department lacks resources to cover all aspects of its responsibilities, including funding for various departments including Customs and Border Protection and Homeland Security. House Democrats have repeatedly refused to reopen DHS since federal funding lapsed on Feb. 14.
