Couple arrested after burn marks found on 'malnourished' 4-year-old foster child's arm

A couple in West Hamlin, West Virginia, Cassandra Roxanne Skeens and 50-year-old Jimmie Ray Skeens have been arrested after a four-year old foster child was taken to a hospital with severe injuries and signs of severe neglect. The child was found with significant immersion burns on his arm, extensive bruising, and a severe diaper rash. The couple are currently being held on $100,000 cash-only bonds.
