NASA is laying the legal groundwork to build its lunar base in 2027

NASA Administrator Jared Isaacman has stated that the agency plans to start building a lunar base in 2027. The plan involves sending monthly flights of Commercial Lunar Payload Services scale landers to deploy items such as communications equipment and power generation tools, such as a nuclear reactor. While the initial building campaign will involve smaller, Commercial Lunar payload Services-sized landers, eventually NASA will have to scale up. This comes as part of the Artemis Accords, a nonbinding agreement between 61 countries to revise and extend the provisions of the Outer Space Treaty. The agreement does not have many enforcement provisions if China attempts to interfere with the activities of an American lunar base. However, the United States may still claim operational control over a swath of lunar territory that could potentially include valuable resources, especially water in nearby areas.
