The changes in House Bill 139 would allow sitting lawmakers who have a remaining balance in their campaign account to transfer these funds to a campaign account for a governor election. However, Stivers has stated he did not request this change. The current governor's veto message for the law stated that Stivers could potentially gain an advantage over sitting constitutional officers or members of Congress.
