Albany’s fix for affordable housing

New York's housing crisis is chronicled, with numerous measures being implemented to address the issue. The Building and Land Use Approval Streamlining Taskforce was tasked with finding out where the city's development process was broken and finding solutions. The taskforce produced 111 recommendations to reduce red tape across environmental review, land-use approvals, and building permitting. The recommendations also addressed the issue of the State Environmental Quality Review Act (SEQRA), which is seen as the upstream source of much of the delay and cost. The proposal is aimed at exempting housing projects with no significant environmental impact from undergoing full SEQRA review. The Senate has included this reform in its budget proposal, but the Assembly has yet to include it.
