ACLU, advocates pressure San Jose to increase civilian response to mental health emergencies

The ACLU of Northern California and Silicon Valley De-Bug are urging San Jose officials to resume discussions to increase civilian response to mental health emergencies. The civil rights groups argue that the city's heavy reliance on police officers is hindering progress in resolving the issue. The city in December declined to proceed with a Structured Negotiation Agreement, which aims to bring the two parties, plus Santa Clara County, together to create plans and policies to have civilian responders respond to more mental health crises. Susan Mizner, director emeritus of the Disability Rights Program for the ACLU, has urged the city to reconsider, noting that the county is participating in the pact. The City responded by emphasizing its commitment to ensuring individuals experiencing mental health crisis receive appropriate care.
