A motorist's phone use may have played a role in a fatal crash west of the Twin Cities that killed a passenger in one of the two vehicles on Hwy. 55, according to a court filing. The victim was identified as 23-year-old Samuel Mateus Rodrigues, who died on April 1 at North Memorial Health Hospital in Robbinsdale. The crash occurred on March 26 near Rockford, Minnesota. The driver of the SUV and the pickup's driver, Marvin Robert Mealman, survived their injuries. The State Patrol has begun a statewide distracted driving enforcement campaign.
