A proposed overhaul of San Diego County government is headed to the November ballot, with county supervisors voting 3-2 on partisan lines to place a measure that would significantly overhaul the structure of county government and consolidate more power with supervisors. The proposed rewrite of the county’s charter, effectively its constitution, includes provisions to create new budget and auditor offices responsive to supervisors, allow them to confirm and remove top county officials, and extend term limits for supervisors from two four-year terms to three. The measure would also create an ethics commission. Republican Supervisor Joel Anderson voted against the ballot effort, calling it "the biggest thing" the Board of Supervisors has voted on in his more than five years as a supervisor. Critics argue that the county's budget and programs are difficult to understand and limited access to top jobs.
