Nursing supervisor on duty when 93-year-old died at Windsor Locks facility faces sexual assault charges

Papy Bibo, the nursing supervisor on duty when a 93-year-old woman wandered away from Bickford Health Care Center, is facing multiple sexual assault charges. The charges date back to 2020. Bibo has not been convicted on any of these charges. Some lawmakers have questioned why he was hired by the nursing home.
