Two conservative senators, Rick Scott and Ron Johnson, have called for the Republican-controlled Senate to eliminate the filibuster in order to pass the SAVE America Act, a bill requiring documentary proof of citizenship to register to vote in federal elections and photo identification to cast a ballot. While most members of the Senate GOP conference fear what Democrats might do without the 60-vote threshold to move legislation forward, Johnson believes that Democrats have no ceiling when it comes to nasty politics. He and his fellow Senators believe that passing the bill is worth scrapping the "silent filibuster" - the Senate's bill kill switch. Democrats are not budging on the bill, arguing that it will disenfranchise millions of voters who are helpless in obtaining an ID to vote, particularly women. Critics argue that the bill's passage is about voter suppression rather than protecting against voter fraud.
