The state of Connecticut has proposed a $100M-$170M increase in state education funding, which has remained flat for 13 years. The proposal would add between $100 million and $170 million to the existing funding. The funding would be distributed to each municipality based on student need and a town's wealth, with an overall increase of between two and five percent. The state currently distributes over $2 billion annually to cities and towns for education. However, Speaker Matt Ritter argued that flat funding has led to increased property taxes. The proposed increase would be funded using a portion of "volatility revenue" from capital gains and stock market investments.
