State Rep. Melanie Miller (R-Ashland) has proposed legislation to create the "Ohio, The Heart of it All Pass," a program that encourages tourism across the state. Any Ohio-based business or institution that contributes to the state's tourism economy can apply to be part of the program. The promotional passes will be free for Ohioans in 2026 and later be available for residents at a discounted rate. Supporters argue that the passes will help unify efforts already made by cultural institutions and aid local economies. Revenue generated from the promotional passes would go to TourismOhio, which will be responsible for administering and monitoring the program for accountability and transparency.
