A federal judge has ruled that Delaware must surrender employee records for 15 businesses to immigration enforcement investigators, following a 14-month legal dispute between Gov. Matt Meyer's office and the Trump administration. The judge, Colm F. Connolly, ruled that the U.S. Department of Homeland Security's subpoenas for the companies' last two quarterly wage reports of 2024 are valid and enforceable. The businesses targeted include Perdue AgriBusiness facility in Seaford and two upstate businesses. The criminal probe began in February 2025, following tips that the 15 companies had illegally hired undocumented immigrants. In a 27-page opinion, Connolly dismissed Delaware's claim that producing the records could undermine employers' willingness to report wage and employee data to the state and potentially jeopardize the state's unemployment insurance fund.
