Stalled FEMA funds put pressure on state to fund emergency management

Federal funding for North Carolina disaster response and mitigation has decreased in recent years, with millions of dollars previously approved by U.S. officials still not yet coming forward. This puts pressure on the state to fund staffing and equipment for natural disasters or terrorist threats. According to a report by the legislature's Fiscal Research Division, less than half of the state Division of Emergency Management’s $57 million budget comes from the state government. The state has received fewer federal dollars from these programs than in previous years, which has resulted in less money flowing to counties. The report also highlights the fallout of the federal government's decision to withdraw back emergency funding for counter-terrorism and disaster preparation work, which could force state lawmakers to abandon these priorities or cut them.
