The 23-year-old man from Tennessee is accused of kidnapping his four-year old child and taking them out of the state without permission. The mother has custody of the child and the father was believed to be in southern Indiana when he refused to return the child. The Clarksville Police Department located the man and safely recovered the child, charged with felony kidnapping.
