Bills aimed at lowering utility bills also renew pricey power line burial program

Two bills in Virginia are being pushed through the General Assembly aimed at reducing utility bills by shifting costs onto data centers, according to lawmakers. The House passed Senate Bill 253 by Sen. L. Louise Lucas and the Senate Finance committee advanced House Bill 1393 by Del Destiny LeVere Bolling. The bill includes a cost shift from weatherization to data center customers, which could save the average residential customer about $5.52 a month. However, advocates argue that the extension of an expensive power line burial program included in the measures could lead to bills rising in the coming years, a claim that one of the state's main power providers, Dominion Energy, supports the plan. The extension of the Strategic Undergrounding Program (SUP) is also included in SB 253, which was set to sunset in 2028 and would eventually be rolled off of monthly bills. The cost of the program is estimated to total $3.8 billion.
