California Republican Assemblyman Josh Hoover has accused project leaders, Democratic Assemblymember Blanca Pacheco and State Senator John Laird, of hiding information about the Capitol Annex Project from lawmakers. The project, set to house California state lawmakers, the future governor and lieutenant governor in 2027, has been shrouded in secrecy due to strict non-disclosure agreements forcing thousands of people involved to remain silent. Hoover's bill, AB 2445, would invalidate the NDAs on the project and prohibit new construction of a visitor’s center on the capitol’�s west side. However, the bill has not been referred to a committee and continues to sit in the Rules Committee.
