As e-bikes increase across the Bay Area, deaths and injuries have been attributed to a surge in electric bikes and motorized two-wheelers, which regulators and law enforcement are struggling to regulate. Many of these vehicles can reach speeds beyond state law and some are modified after purchase, which has led to a sharp increase in injuries and concern among public safety officials. The state's integrated traffic system shows an 18-fold increase in e-bike-related injuries from 2018 to 2023, according to Assemblymember Rebecca Bauer-Kahan. Under California law, e-vehicles are divided into three classes based on speed and how the motor assists riders, with the fastest category requiring riders to be at least 16. However, riders no longer need a license, registration, insurance or formal training.
