The State of Texas has threatened to withhold over $110 million in public safety grants over the city's recently passed ordinance limiting when the Houston Police Department can call U.S. Immigration and Customs Enforcement (ICE) when it comes to the issue. The state's decision could impact operations within the Houston police department. The Houston Police Officers’ Union President, Doug Griffith, stated that officers have been instructed to suspend overtime until the situation is resolved. Griffith also criticized the recently passed law enforcement ordinance, claiming it exacerbates other issues in the city such as affordable water, cheap water, and a lack of a fair housing market. The State Department of Texas responded by threatening to freeze funding tied to the dispute.
