Man charged in fatal hit-and-run in St. Paul claimed his van was stolen

Police have charged 34-year-old Terrell Michael Frye with criminal vehicular homicide for the fatal hit-and-run in St. Paul last month. Frye claimed his van was stolen and driven by someone else when it hit Lisa Giguere, but he later tracked it down and did not report the damage or the theft. Location data from Frye's cellphone indicated he was in the same area as his vehicle at the time of the accident. If convicted, Frye could face up to 10 years in prison.
