Tugboat captain charged with manslaughter in Biscayne Bay barge crash that killed 3 children at sailing camp

A Miami tugboat captain, Yusiel Lopez Insua, has been charged with seaman's manslaughter nearly nine months after a barge accident killed three children from a youth sailing camp in Biscayne Bay. The accident occurred when the tugboat was pushing a debris-laden barge across Biscay Bay, which was obstructed by a deckhouse and crane, and no one was assigned as a lookout. The children were identified as 7-year-old Mila Yankelevich of Argentina, 10-year old Arielle Mazi Buchman and 13-yearold Erin Ko, who recently moved to the United States. The victims were ruled accidental drownings by the Miami-Dade medical examiner. If convicted, Insea faces up to 10 years in federal prison.
