Most of the Department of Homeland Security (DHS) could reopen without a House vote, following the Senate-approved plan to fund ICE and Border Patrol through a separate reconciliation bill. This move could effectively limit Democrats' ability to negotiate for federal immigration policy reforms. The move follows a disagreement between House and Senate Republicans over a 60-day temporary funding plan and a 60/11 temporary measure that would fully fund DHS until May 22. However, not all Republicans are on board with the plan, with some arguing that separating funding for ICE and CBP should not be separated from DHS funding.
